About Rudolph Willemse

Rudolph Willemse is a regulatory specialist, having consulted widely on legal and regulatory issues relating to financial services, housing and development for more than twenty years. He holds the qualifications B. Juris (Potch), LLB (Potch), LLM (Unisa), LLM (Wits) and Dip. Prac. Tax (Rau). He is an attorney of the High Court of South Africa and a part time lecturer in financial regulation at the Centre for Microfinance, University of Pretoria. Rudolph has been involved in the drafting of laws and proposed legislation relating to communal property associations, housing consumer protection, rental housing, social housing, micro finance, housing finance disclosure, housing development agencies, municipal finance, and the development finance system. He has also been involved in the establishment of regulatory institutions relating to home builders, micro lenders, financial services co-operatives and social housing institutions. He is reading for a doctorate on the regulatory framework for housing finance at the University of Pretoria.He has published and delivered papers on village banks, deposit insurance, social housing, energy law reform and developmental and housing credit law. Previously he held the positions of state law advisor, director and chairperson of a commercial law firm and chief operating officer of a mortgage insurer (Home Loan Guarantee Company). He is currently also a director of Housing for HIV and MIAGI. Rudolph undertakes transactional legal work through KRB Law Firm. He has published two volumes of poetry, is a keen hiker, loves music and is married to the artist Emma Willemse. The couple has four children.
